Position: IT Assistant
Location: Kinshasa

We seek to recruit the following qualified and experienced individual mentioned below. Specific responsibilities and duties include:

Work closely with PATH staff to provide IT support and troubleshooting of all software and hardware issues
Helpdesk service: log and resolve users’ complaints in the IT Helpdesk system in a timely manner
Ensure that all workstations and laptops are properly configured, updated and maintained
Ensure that all users have a basic level of monitoring virus and security alerts notifications and implement protection procedures.
Make users more aware about phishing emails
Adhere to and explain to PATH staff (as needed) PATH computer communication, hardware, and software standards.
Support the computer needs of travelers.
Provide general assistance to DRC IT officer.
Manage and maintain office equipment and inventory, backup systems.
Support conferences, videoconferencing, and telephone systems.
Oversee design and printing of materials.
Act as Back-up to the IT officer.
Configure, monitor and test backup of user data
Support training sessions, including the preparation and operation of equipment.
Assist in developing analysis and database applications and perform data entry.

Required Skills

Proficient in installing and maintaining Windows 7/ 8 / 10
Proficient in developing and implementing local area network (LAN), Wireless LAN and Virtual LAN Proficient in MS Office 2013 / 2016 / Office 365 software
Proficient in basic office equipment, such as Multifunction printers, copiers, and IP phones/Soft Phones Smartphone Basic support
Proficient in web technologies (Php, HTML, SQL).
Fluent French, English and DRC local languages
Excellent communication skills
Willingness to travel up to 25% annually within DRC

Required Experience

A bachelor's degree in information systems, computer science, or a related degree

9. STATEMENT OF DUTIES

A. Basic functions of the position

As a Computer Management Specialist (LAN Manager), the incumbent is expected to work independently and will be evaluated by the Systems Manager at the end of the rating period. The incumbent is responsible for the day-to-day operation and management of USAID DRC's LAN and telephone systems; develops and modifies programs to meet the Mission's rapidly changing IT environment. Provides the full range of training to users and conducts troubleshooting as needs require. The incumbent is responsible for documenting LAN activities as well as settings performed on daily basis. The incumbent is required to act as an IT deputy in the EXO section to assist in proactive actions required to maintain the life cycle of the system and its integrity.

B. Major duties and Responsibilities

LAN 50%

Consult with users, management, vendors, and Department of State, AID WASHDC (M/CIO AND IRM) teams to assess computing needs and system requirements.
Stay abreast of advances in technology in strict compliance with CCB and IRM guidelines.
Review and test all programs in accordance with approved instructions and schematics prior to their implementation.
Evaluate the Mission’s System technology using internal network management tools/software to define needs and recommend improvements, such as hardware and software upgrades.
Assist the Mission in the efficient use of the IT budget to ensure maximum benefit from available IT funds.
Manage Mission's portion of USAID Active Directory (Microsoft Windows Server 2003/2008) and the messaging system (Microsoft Exchange Server 2010).
Provide the Mission Users with the daily assistance in all the IT related matters when needed.
Performs operations of Systems office, analyzing workflow, establishing priorities, developing standards and setting deadlines.
Assist Mission with inter-agency IT matters such as satellite communications, telephone operations, etc.
Responsible for the training and orientation of all Mission staff concerning various operating systems being used on the LAN. Conducts group classes for Mission Staff on various software applications at the beginner/intermediate/expert levels based on a schedule developed in consultation with the Systems Manager and Mission Senior Management.
Serve as CTO for the Internet Service Provider contract.
Serve as liaison between USAID and local mobile telephone providers.

Telephone 20%

Tests circuits and components of malfunctioning telephone equipment to isolate source of malfunction, using test instruments and circuit diagrams.
Analyzes test readings, computer printouts, and trouble reports to determine method of repair. Tests and adjusts installed equipment to ensure circuit continuity and operational performance, using test instruments.
Connects wires to equipment, using hand tools, soldering iron, or wire wrap gun.
Installs preassembled or partially assembled switching equipment, switchboards, wiring frames, and power apparatus according to floor plans.
Retests repaired equipment to ensure that malfunction has been corrected.
Removes and remakes connections on wire distributing frame to change circuit layout, following diagrams.

Security 30%

Use Agency vulnerability assessment screening tools to track the mission’s security rate and repair problems by applying patches and/or any other authorized method.
Plan, coordinate, and implement security measures for information systems to regulate access to computer data files and prevent unauthorized modification, destruction, or disclosure of information.
Document computer security incidents and emergency measures policies, procedures, and tests.
Develop plans to safeguard computer files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.
Manage the daily/monthly backup, security and user help systems to ensure that they meet requirements.
Develop and maintain the IT contingency plan, providing data security and control, strategic computing, and disaster recovery.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

a. Education:

Bachelor degree in computer science is required.

b. Prior Work Experience:

At least five years of progressively responsible experience as a LAN computer specialist/expert is required. At least two years’ experience must have been in operating computers, providing local area network and client workstation support.

c. Language:

Level IV (Fluent) reading, writing and speaking ability in English and French is required.

Able to configure a computers network for a training propose
Ability to install security patches in computers being vulnerable in the Network

Communication (Telecom, BPX, VoiP, VSAT, wireless Network) 20%

Able to Manage the Siemens PBX and telephone network
Troubleshooting / managing the VSAT
Ability the Manage and configure wireless network
Able to manage the VoiP system

Fonctions :

Définir la politique de la Banque en matière informatique ;
Concevoir, planifier et surveiller les projets informatiques ;
Elaborer et assurer le suivi des budgets de fonctionnement et d’investissement du département ;
Représenter la Banque dans les réunions externes en matières Informatiques.

Profil :

1. Connaissances

Etre titulaire d’un diplôme de Licence en Informatique (Réseau, Programmation) ;
Etre polyvalent en développement, réseaux et système ;
Disposer de solides connaissances en conduite des projets informatiques ;
Avoir une connaissance pratique suffisante des opérations bancaires ;
Connaissance linguistique : Français et Anglais.

3. Expériences :
